We hear so many times that companies get so many applications/ CV's/ Portfolio's sent each week. Often most of them don't get looked at or get lost in inbox's.

It has happened to me a couple of times but all it took was a phone call to chase up then I had a response. I've recently signed up to Linked and its very easy to get names of people in design companies who you may want to work for. So my question is, would it be okay to contact a hiring manager individually on one of these type of websites like linked?
